(Frank A. Oswalt the third retires)....Oswalt served as the IID General Counsel since 2016.

He succeeded Ross Simmons. Oswalt retired from the position earlier this month. The Imperial Irrigation District has announced Wayne K. Strumpfer has been hired as the new General Counsel. The Sacramento native began work with the District on October 4th, after signing a 3 year contract with the IID. Strumpfer's duties include planning, organizing, coordinating and controlling the operations, activities and functions of IID's Legal Department. Strumpfer has 20 years experience working for the state of California, serving as chief counsel for the state auditor, executive director for the fair political practices commission, and acting deputy commissioner of the California Department of Corporations, among other notable positions. He is a graduate of Cal State Sacramento and he earned a juris doctorate from the University of the Pacific, McGeorge School of Law. In announcing the new General Counsel, the IID thanked Oswalt for his years of dedicated service to the district.
