The Department was never recognized by California or the Bureau of Indian Affairs as a police department. The officeers did not have recognized law enforcement authority. Monday, Vazquez entered a guilty plea to stealing more than $300,000 from the Manzanita Band of the Kumeyaay Nation. Vazquez, who is not a member of the tribe, admitted that as the chief of the department that had no law enforcement power, he gave away badges to wealthy individuals to obtain privileges typically reserved for law enforcement officers, including carrying concealed weapons. The payments for the badges ranged from $5,000 up to $100,000. Sentencing was set for January 24.
