(Kidnapping Suspects in custody)...The second suspect was arrested Thursday.

El Centro Police announced the arrest of 21 year old Jose Alejandro Bessell. The first suspect was arrested the night of the incident. He was identified as 21 year old George Quintero. The incident came to light on May 19 after a man was seen running naked by a fast food restaurant on South 4th Street. The naked man appeared to have a severed finger, according to witnesses. Police were called and they detained the man. He explained to police he had been at a near-by Motel. He was meeting up with two individuals to discuss selling them a hat. He said the two became nervous and suspicious. The victim told police the two beat him, cut his hair with a knife and torch. They threatened the man with a knife. They gave him a choice of cutting off his own finger or be killed. The victim chose to cut off his own middle finger. Police did not say how the victim escaped his capters. They said the incident was still under investigation. The two suspects are being charged with 5 separate counts of felony battery, false imprisonment, torture, mayhem and terrorist threats
