In Fact before the reorganization began, District 3 Director proposed a resolution to break with the District policy of automatically naming the past vice-president as the new president of the Board. That resolution was adopted on a 3-2 vote, with Hanks and newly elected Board members JB Hamby and Javier Gonzalez voting in favor. After a bit of back and forth it was finally decided Hanks would serve as the new President of the Imperial Irrigation District Board President. He succeeds outgoing president Norma Sierra Galindo. Hamby was named vice president of the board. Cardenas argued the move was an insult to District 1, which he represents, and discriminatory towards him.`
