(The Calexico City Council Met Wednesday evening)....According to the agenda, the council was to discuss dismissing the City Manager in Closed session.

The council went into closed session, discussed the issue, but took no action. That means Esperanza Colio Warren remains the City Manager, but remains on administrative leave. She is getting paid. She has been on administrative leave since June 7th. The decision to place her on administrative leave was a controversial decision mainly because no reason or explanation was ever released to explain the action. There are several rumors floating around, but none have been confirmed. On June 7th the council appointed Juan Contreras to serve as interim City Manager. In effect, the financially strapped city is paying for two City Managers, and only one is allowed to do anything.
