Annual EEO Public File Report 2021-2022
The purpose of this EEO Public File Report (this Report) is to comply with Subsection (c)(6) of § 73.2080 of the FCC’s Rules and Regulations (the EEO Rule). KXO, Inc. (the Licensee) has prepared this Report for the Station Employment Unit that comprises Stations KXO(AM) and KXO-FM, El Centro, California. The EEO Rule requires that the Licensee place this Report in those Stations’ On-Line Public Inspection Files, as well as on the Stations’ web site.
The information contained in this Report covers the time period beginning July 16th, 2021 and ending July 15th, 2022 (the end of the Applicable Period).This report may be filed before the end of the “Applicable Period”. However, due to circumstances more fully described below, there will be no recruitment between the end of the filing date and the “Applicable Period”.
The FCC’s EEO Rule requires that this Report contain the following information:
1. A list of all full-time vacancies filled by the Stations comprising the Station Employment Unit during the Applicable Period;
2. For each such vacancy, the recruitment source(s) utilized to fill the vacancy (including, if applicable, organizations entitled to notification pursuant to Section 73.2080(c)(1)(ii) of the EEO Rule, which should be separately identified) identified by name, address, contact person and telephone number;
3. The recruitment source that referred the hiree for each full-time vacancy during the Applicable Period;
4. Data reflecting the total number of persons interviewed for full-time vacancies during the Applicable Period and the total number of interviewees referred by each recruitment source utilized in connection with such vacancies; and
5. A list and brief description of the initiatives undertaken pursuant to Section 73.2080(c) (2) of the FCC EEO rules.
Appendices 1, 2, and 3, which follow, have been designed, in the aggregate, to provide the required information. Please note that the numbers listed on Appendix 2 under the column entitled “Full-time Positions for Which This Source Was Utilized” refer to the number of the full-time job positions listed on Appendix 1.
For the purposes of this Report, a vacancy was deemed “filled” not when the offer was extended, but when the hiree accepted the job offer. A person was deemed “interviewed” whether he or she was interviewed in person and/or over the telephone.

Appendix 3 to Annual EEO Public File Report
Supplemental (Non-Vacancy Specific)
Recruitment Activities Undertaken by KXO (AM) and KXO-FM.
1. We have never experienced a tougher recruitment time frame for the Annual EEO Public File Report than July 16th, 2021 through July 15th, 2022. We reached out to the usual resource of Elementary, Junior High, and High School career days without an application.
2. It does look like in the future, we will be able to participate in our University’s and Junior College Career Fair. This annual event is one of the largest in the County, is attended by 1500 + students, and takes place in the spring.
3. Our best resource for new employees is the Imperial Valley Regional Chamber of Commerce and the Greater Brawley Chamber.
NARRATIVE STATEMENT
BROADCAST EEO PROGRAM REPORT: JULY 2022 KXO, INC.
KXO, Inc. (KXO) faces challenges typical of small-market broadcasters in rural areas. KXO believes that the pool of those interested in pursuing a career in broadcasting has become smaller over the years and those who do seek careers in broadcasting dream of landing jobs in larger markets. The economic environment that began with the Recession of 2008-2009 restricted KXO’s ability to offer new positions, but KXO nonetheless continued its outreach efforts. The emergence of the COVID-19 Pandemic posed a huge impediment to those efforts.
Prior to the pandemic, to attract talented staffers, and to show the broadcasting industry flag at career-oriented events, KXO actively participated in Job Fairs and Career Events. To try to reach potential employees, KXO has also availed itself of resources provided by the California Association of Broadcasters and the State Government.
With the onset of the pandemic, the service area of Stations KXO (AM) and KXOFM were hit particularly hard. Job Fairs and similar events were simply not on the calendar. It is our hope that as the pandemic relents, KXO will be able to avail itself of more traditional means of outreach.
Overall, KXO has found that the most productive recruiting source in terms of total numbers and the number of qualified applicants has been ads on its own radio stations and on its stations’ website. KXO believes that similarly situated broadcasters have had similar experiences.
