(Felicity Mayor Turns 93)...It was on January 28th.

Felicity Mayor Jacques Andre Istel celebrated his 93rd birthday and he was recognized for his contributions to the community. Istel is not only nthe Mayor, but creator of Felicity, known as the center of the earth. To keep Istel and his wif safe because of COVID, a small private event was conducted with only a few friends present. Presenters included state Senator Ben Hueso of the 40th Distric, the John F. Kennedy Special Warfare Center and School-Military Fre Fall School, and the California Highway Patrol. Istel received his Militay Free Fall Instructor Badge. It was presented by the Special Forces Commander there a the school. He stated it was over-du as retired Marine Corps Lt. Colonel Jacques Istel was the one who demonstrated the techniques for High Altitude Low Opening Parachuting to the Army and was involved in the training of the first Military Free all class before the Military Free Fall School or Badge existed. The event ended with the Mayor showing his certificate as th founder of the United States Parachute Association and as the first Parachute Instructor, Instructor #1.
