Most government offices, including the county and the Imperial Irrigation District, closed their non emergency offices and department. Schools and banks were all closed. The annual ceremony and re-enactment of Martin Luther King's famous I Had A Dream Speech was set for noon at the Steps of the Imperial County Courthouse on Main Street in El Centro.
