It was announced by th California Department of Corrections and Rehabilitation. It is for phone calls between the incarcerated and their families. As part of a new 6-year contract with Global Tel'Link Corporation, telephone calls nationwide will cost 2.5 cents per minute, a reduction of 5.1 cents per minute for local calls in the same area code, and calls within California, and a reduction of 18.5 cents per minute for calls outside of California
