(Was land sold)...If it was, was the sale legal?

The issue is the sale of 2.5 acres of land , reportedly sold to the US Army Corps of Engineers for $26,700. The US Army Corps of Engineers wants the land to construct a second border wall. Calexico Mayor Rosie Fernandez admitted to signing the diocuments to sell the land without a vote from the entire City Council. The issue went before the Calexico City Council at their meeting Tuesday. A couple groups were on hand to protest, not the legality of the sale, but the purpose the land was going to be used for. The Coalition of Human Immigrant Rights and Imperial Valley Equity and Justice Coalition complained about the possible construction of an additional Border Wall. They said the land could be put to a better use. The council decided not to vote on the issue and to continue the matter until they could get more information.
