California will become the first state to ban the retail sale of cats , dogs and rabbits.

AB 485 , signed in October , goes into affect the first of the year. According to the new law only cats , dogs and rabbits from rescue groups ,animal control departments and shelters can be sold at pet stores. The new law is aimed at shutting down so called " puppy mills ".
