It is a state crime, and police say it has been an issue in Calexico for a long time. This month Calexico police conducted an operation focused on Raiteros. Police arrested Fermin Godinez. Godinez was found with a fare in his car, and he does not possess a taxi license. Godinez faces a variety of state and local charges.
