Former Sheriff Carter passed away September 8. His law enforcement career began with the El Centro Police Department in 1968. He remained with the department until 1998, when he resigned as Chief of the Department. Carter resigned the position and was elected County Sheriff in 1999. Sheriff Carter served as County Sheriff until 2007. He would have turned 79 on September 15. Services for Sheriff Carter will be held September 25.
