(Border Restriction agreement)...It is between the United States and Mexico and the US and Canada.
It has been extended to November 21. Under the agreement, non-essential travelors are prohibited from crossing the border between the 3 countries. The borders are open to essential travelers only. The purpose is to try and curb the spread of the coronavirus and reduce the impact of the pandemic. The Department of Homeland Security says they are working closely with Mexico and Canada to identify safe criteria to ease the restrictions in the future and support the border communities. The current agreement to restrict non-essential travel was first implemented on March 18th and it has been extended each month since then.
