(The County Board of Supervisors met Tuesday)....At the meeting, they adopted a proclamation.

It was a proclamation of a local emergency for Tropical Storm Rachel, with the California Governor's Office of Emergency Service. It follows an original proclamation of emergency announced last Friday. That proclamation was based on the forecasts of what could be expected over the weekend. It turns out, the weather was not as bad as forecast. It was bad enough to create some damage, including downed trees and some power poles, flooded Road stranding several people, and a breach in a local canal.
