Judge Brooks Anderholt issued the tentative ruling Monday. The Judge had heard the  City of Imperil Versus the County of Imperial The County had said there was a By-Right exemption from the California Environmental Quality Act in the permit process for a planned Data Center.. In his tentative ruling, the Judge said the process must undergo a fulll Environmental Impact Report. In effect, the decision stops the Data Center process until a full environmental impact study is complete.
