July jobless rate is 19.7 percent. That is up from a revised 17.8 percent recorded the month before, and above the year ago estimate of 19.4%. This compares to an unadjusted unemployment rat of 5.3% for California and 4.4% for the nation during the same period. The numbers are released by the Labor Market Division of the Employment Development Department.
