The Imperial County Board of Supervisors is looking to create establish special taxing districts.

The districts, known as Enhanced Infrastructure Financing Districts (EIFD), would enable the county to finance infrastructure projects and improvements using property taxes from new development. Possible projects include road and bridge improvements through unincorporated towns, utility capacity improvements to support new industrial and renewable energy investments as well as affordable housing.

The county is working with Kosmont Companies, a consultant of Southern California Association of Governments, to update a 2019 Preliminary Feasibility Analysis of the program. Financing district boundaries under study include Lithium Valley/Known Resource Study Area, Mesquite Lake Specific Plan Area and Gateway to Americas Specific Plan Area.
