(Vargas submits another bill)…Less than a week after Congressman Juan Vargas submitted his first bill. HR 1691 deals with the Chocolate Mountains Gunnery Range. Vargas says the bill removes the current checkerboard pattern of administrative jurisdiction on the Bombing range. The bill would transfer jurisdiction from the Bureau of Land Management and turn it over to the US Navy. The Bombing Range is currently owned and controlled by both the BLM and the Navy. The Range sits on land in the Imperial Valley and Riverside County desert. Vargas say consolidating the land management under a sole federal agency will provide regulatory relief and certainty to the Department of Navy while maintaining the spirit of the land withdrawal program.
