Calexico municipal employees filed an Unfair Labor Practices charge with the Public Employee Relations Board.

The employees , represented by Service Employees International Union ( SEIU ) Local 221 contends that the City of Calexico is trying to circumvent the bargaining process by using a declaration of a State of Emergency to implement furlough days on employees. Calexico is faced with a $5.5 million deficit and the border city has looked at various ways to balance the budget including pay reductions, furlough days and even a toll for border crossers.
