(Recommendation to change Energy Cost Adjustment)…The recommendation came from consultant David Berg. Berg, with R.W. Beck, was giving a report on phase 3 of the cost of service study at the Imperial Irrigation District Board of Directors meeting Tuesday evening. The recommendation was that the Energy Cost Adjustment return to its original purpose. In recent years, the Board stabilized the ECA. That action was taken to recover funds lost in the Hedging fiasco. That is no longer a factor. Berg said the ECA should fluctuate with the cost of fuel, as it was originally designed. The recommendation was to zero out the use as a stabilization mechanism, and return the Energy Cost Adjustment to fluctuate. If the recommendation were approved by the Board, it would mean a different ECA on monthly energy bills, either higher or lower, depending on the price of fuel.
