Kevin Baucom, 44, of Atascadero, has been appointed to the Board of Vocational Nursing and Psychiatric Technicians. He has served as a licensed psychiatric technician for the State of California since 1989. Baucom currently serves as a psychiatric technician instructor at Atascadero State Hospital where he has worked since 1990. Janeane Bogner, 52, of Clearlake Oaks, has been appointed to the Lake County Fair Board of Directors (49th District Agricultural Association). She has served on the Board of Directors since 1992 and has owned Weed Tech since 1983. Bogner previously owned the Five Star Fish Farm from 1978 to 1997 and worked for the Savings Bank in Mendocino County from 1973 to 1978. She is a past board member for the Konocti Unified School District in Lower Lake and is a member of the Clearlake Chamber of Commerce. This position does not require Senate confirmation and there is no salary. Bogner is a Republican. John Brown, 69, of Gold River, has been appointed to the State Reclamation Board. He has spent more than 40 years working throughout California on several water resources projects. Since 2001, Brown has owned John W. Brown Water Resources Planning, where he is a consultant for water resources engineering projects. Previously, he served on the State Water Resources Control Board from 1993 to 2001. Prior to this appointment, Brown was an associate with Camp Dresser & McKee from 1991 to 1993. In this capacity, he oversaw all assignments in the firm that handled water resources, flood control, reclamation and environmental analysis. Brown also served as manager of the water resources division for Willdan Associates from 1990 to 1991. This position does not require Senate confirmation and the compensation is $100 per diem. Brown is a Republican. Marcia Chauvin, 68, of Clearlake, has been appointed to the Lake County Fair Board of Directors (49th District Agricultural Association). She has served as an administrative assistant for the Nazarene Church since 1991. Additionally, Chauvin has served as an administrator and director for Vision21 since 2000, where she helps low and moderate income families become homeowners. Previously, she owned Quail Country Gifts from 1986 to 1991 and T & M Sales from 1984 to 1986. Prior to that, Chauvin was an assistant controller and office manager for Maggio Farms from 1979 to 1982. This position does not require Senate confirmation and there is no salary. Chauvin is a Republican. James Cochrane, 56, of Kelseyville, has been appointed to the Lake County Fair Board of Directors (49th District Agricultural Association). He has served on the Board of Directors since 2002. Cochrane has worked for the Kelseyville Unified School District since 1979 and currently serves as a teacher and counselor. Previously, he was a teacher for the Konocti Unified School District from 1978 to 1979. Cochrane is a member of the American Counselors Association, the California Teachers Association and the National Educators Association. This position does not require Senate confirmation and there is no salary. Cochrane is a Democrat. John Harris, 64, of Coalinga, has been appointed to the California Horse Racing Board. He has served on the Board since 2001. Since 1968, Harris has served as chair and chief executive officer of Harris Farms Incorporated, one of the largest integrated farming operations in the Central San Joaquin Valley that includes California’s largest cattle operation, the Harris Ranch Beef Company. Additionally, he owns and operates the Harris Farms Horse Division, established in 1966 for the purpose of raising and training thoroughbred racehorses. Harris is a member of the Jockey Club and the California Thoroughbred Breeders Association, where he also currently serves as vice-chair. From 1984 to 1990, he served as an appointee of the U.S. Secretary of Agriculture to the Cattlemen’s Beef Board. This position requires Senate confirmation and the compensation is $100 per diem. Harris is a Republican. Annette Hopkins, 60, of Lakeport, has been appointed to the Lake County Fair Board of Directors (49th District Agricultural Association). She has served on the Board of Directors since 2001. Hopkins most recently served as regional services manager for the United Way of Sonoma-Mendocino-Lake from 2000 to 2004. Previously, she was clinic manager for Doctors on Duty Associates from 1997 to 1998 and business manager for Arnold J. Kresch, M.D. from 1996 to 1997. Hopkins is a member of the Soper-Reese Community Theater and a former member of the Lake County General Plan Citizens Advisory Committee (Housing Element). This position does not require Senate confirmation and there is no salary. Hopkins is registered decline-to-state. Alan Howard, 36, of Carmel, has been appointed to the Osteopathic Medical Board. Since 2004, he has served as a project manager for American President Lines, a global leader in container shipping, logistics and technology management. Howard previously held several positions including director for the TNT Post Group, where he worked from 1994 to 2002. This position does not require Senate confirmation and the compensation is $100 per diem. Howard is a Republican. Kathy Jett, 54, of Sacramento, has been appointed undersecretary of programs for the Department of Corrections and Rehabilitation (CDCR). She has over 30 years of experience in the addiction field and joined state government in 1977. Since February of this year, Jett has served as director of the Division of Addiction and Recovery Services within CDCR. From 2000 to 2007, she served as director of the California Department of Alcohol and Drug Programs (ADP). In this position, she led the state's efforts to prevent and treat alcohol and other drug problems, managed a state and federal budget of $600 million and oversaw treatment services for over 225,000 admissions annually. Prior to joining ADP, Jett was appointed director of the Attorney General's Crime and Violence Prevention Center in May 1999, where she advised the Attorney General on effective crime prevention policies and strategies administering crime prevention grant programs and guiding local community efforts. An advocate for drug education and treatment, Jett spearheaded the California Methamphetamine Initiative. This position does not require Senate confirmation and the compensation is $160,890. Jett is a Democrat. Kris Lannin Liang, 43, of Sacramento, has been appointed deputy director of public affairs for the Department of Parks and Recreation. She has served as senior executive assistant to Governor Schwarzenegger since 2003. Lannin Liang previously was executive assistant to Arnold Schwarzenegger at Oak Productions in 2003. Prior to that, she served as director of operations for The Firm from 2002 to 2003 and held the same position at the Artist Management Group from 2000 to 2002. Lannin Liang also was a partner in the gourmet cheese and deli store, Good to Eat, from 2003 to 2005. This position does not require Senate confirmation and the compensation is $112,696. Lannin Liang is a Democrat. Meyokeeskow Marrufo, 35, of Nice, has been appointed to the Lake County Fair Board of Directors (49th District Agricultural Association). She has served as an environmental coordinator for the Robinson Rancheria Band of Pomo Indians since March 2007 and previously was the cultural resource manager from 1999 to March 2007. Marrufo was proprietor of the gift shop Native Ways from 2004 to 2006 and director of Native American Graves Protection and Repatriation Act (NAGPRA) from 2000 to 2004. She also served as a project assistant for NAGPRA from 1999 to 2000. Marrufo is a member of the California Basketweavers Association and a former member of the Upper Lake Community Council. This position does not require Senate confirmation and there is no salary. Marrufo is a Democrat. Jerry McQueen, 62, of Lakeport, has been appointed to the Lake County Fair Board of Directors (49th District Agricultural Association). He has served on the Board of Directors since 2002 and has owned Northport Trailer Resort and Lakeside Coin Laundries since 1988. Previously, McQueen was a technician for General Electric from 1973 to 1988. He is a member of the Lakeport Chamber of Commerce and the Mount Konocti Facilitation Board. This position does not require Senate confirmation and there is no salary. McQueen is a Republican. John Nuffer, 57, of Nevada City, has been appointed an advisor to the California Integrated Waste Management Board (CIWMB). He has served in this capacity since 2006 and previously was a senior integrated waste management specialist for the Board from 2002 to 2006. Nuffer was the supervising integrated waste management specialist for the CIWMB from 1992 to 2002 and served as associate waste management specialist from 1991 to 1992. Prior to joining CIWMB, he was an energy facility siting planner for the California Energy Commission from 1990 to 1991 and a senior planner then interim district manager for the Sierra Planning Organization/Economic Development District, which covered Sierra, Nevada, Placer and El Dorado counties, from 1977 to 1980. This position does not require Senate confirmation and the compensation is $85,000. Nuffer is a Democrat. Delette Olberg, 41, of Roseville, has been appointed special advisor to the Governor. She has served as chief deputy appointments secretary for the Office of Governor Schwarzenegger since March of this year. Olberg previously served as chief-of-staff for Assemblymember Sam Blakeslee from 2006 to 2007 and held the same position from 2004 to 2005. She was director of scheduling for the Office of Governor Schwarzenegger in 2006 and director of law and government affairs for AT&T from 2003 to 2005. From 2002 to 2003, she served as director of member services and minority consultants for the Assembly Republican Caucus. From 2001 to 2002, Olberg was director of energy and technology for the California Manufacturers and Technology Association. Prior to that, she served as chief-of-staff to Assemblymember Lynn Daucher from 2000 to 2001 and Assemblymember Keith Olberg from 1995 to 2000. Her experience also includes five years as membership coordinator for the Chemical Industry Council of California. This position does not require Senate confirmation and the compensation is $118,008. Olberg is a Republican. Carol Robertson, 50, of Lakeport, has been appointed to the Lake County Fair Board of Directors (49th District Agricultural Association). She has served as accounting manager for Redwood Valley Cellars since July 2007. Previously, Robertson served as fiscal manager for Sutter Lakeside Community Services from 1999 to 2007 and office manager for John S. Robertson & Associates, CPAs from 1989 to 1999. She is a member of the Lake County Farm Bureau and has volunteered with the Lake County 4-H Council for three years. This position does not require Senate confirmation and there is no salary. Robertson is a Republican. Michael Saragosa, 31, of Placerville, has been appointed undersecretary for the State and Consumer Services Agency. He has served as executive director for the Employment Training Panel since February 2007. Saragosa previously served as a deputy cabinet secretary for the Office of Governor Schwarzenegger from 2006 to 2007, where he also held the positions of chief deputy appointments secretary and deputy appointments secretary from 2003 to 2006. Prior to that, he served as chief of staff to Assemblymember Bonnie Garcia in 2003 and was district director for Assemblymember Lynn Daucher from 2001 to 2003. This position does not require Senate confirmation and the compensation is $128,003. Saragosa is a Republican. Vincent Stewart, 38, of Sacramento, has been appointed assistant secretary of higher education for the Office of the Secretary of Education. Since 2004, he has served as director of federal government relations for the University of California, Davis. Stewart previously served as legislative director of undergraduate and graduate education in business operations for the University of California, Office of the President from 1999 to 2004. Stewart was a federal relations liaison and legislative advocate for the California School Boards Association from 1996 to 1999. Prior to that, he was a legislative advocate for Hunter/Ruiz in 1996 and held the same position with Lucas Advocates from 1991 to 1996. Stewart is a graduate of the University of California, Davis. This position does not require Senate confirmation and the compensation is $102,000. Stewart is a Democrat. Jennifer Strong, 37, of Lakeport, has been appointed to the Lake County Fair Board of Directors (49th District Agricultural Association). She has been self-employed as a certified financial planner for the Strong Financial Network since 1998. Strong previously was a branch manager for the Tri-Counties Bank in Chico from 1993 to 1997. She is a member of the Financial Planning Association, the Lakeport Regional Chamber of Commerce, Sutter Wellness Foundation Board of Directors and the Sutter Lakeside Hospital Board of Directors. Strong is also past president of the Lakeport Rotary and a past volunteer for the Lakeport 4-H Club. This position does not require Senate confirmation and there is no salary. Strong is a Republican. Emma Suarez, 44, of Redding, has been appointed to the State Reclamation Board. She previously served on the Board from 2005 to 2006 and most recently served as a lobbyist for the California Building Industry Association in 2007. Previously, Suarez served as an associate solicitor for the division of land and water at the U.S. Department of the Interior in 2006. From 2004 to 2006, she served as an attorney in the natural resources and environmental division for the California Farm Bureau Federation. Prior to that, Suarez was an attorney in the environmental and natural resource division for the Pacific Legal Foundation from 2003 to 2004 and an associate with the law firm, Matheny Sears Linkert & Long from 2002 to 2003. This position does not require Senate confirmation and the compensation is $100 per diem. Suarez is a Republican. Gary Taylor, 58, of Kelseyville, has been appointed to the Lake County Fair Board of Directors (49th District Agricultural Association). He has served on the Board of Directors since 2002 and a teacher and coach for the Kelseyville Unified School District since 1982. Taylor previously was a stock rustler for the Simpson Timber Company from 1968 to 1978 and served in the U.S. Army from 1969 to 1971. He is a member of the Lake County Sheriff’s Activity League Board of Directors and the Kelseyville Lions Club. This position does not require Senate confirmation and there is no salary. Taylor is a Democrat. Katie Tinney, 33, of Sacramento, has been appointed chief deputy appointments secretary in the Office of the Governor. She has served as a legislative aide and scheduler for State Senator Jim Battin since 2002 and a consultant and fundraiser for Diane Stone & Associates since 2005. Additionally, Tinney has served as a deputy finance director for the California Republican Party since 2006. Previously, she was a legislative advocate for Platinum Advisors from 2000 to 2002. This position does not require Senate confirmation and the compensation is $112,696. Tinney is a Republican. James Wickett, 56, of Atherton, has been appointed an alternate member for the California Coastal Commission. He has worked for the Macrovision Corporation since 2004 and currently holds the position of executive vice president. From 2001 to 2003, Wickett was a media consultant in private practice. Previously, he served as general partner for Bay Partners from 1998 to 2001 and a senior vice president of business development for Pointcast from 1996 to 1998. Wickett serves as a member of the Board of Visitors for the Sanford Institute of Public Policy at Duke University and is also a special deputy sheriff for San Mateo County.
