(Short meeting, full of surprises)….The Calexico City Council held the meeting Tuesday evening.
The council went into closed session. Loud arguing could be heard coming from the council chambers. When the public was allowed back in, the interim City Attorney announced the City Manager, Richard Warne, had been placed on Administrative Leave. Warne was ordered to leave the premises immediately. No reason was ever officially given for the action. The vote was 3-2, with council members Maritza Hurtado and John Moreno voting against the motion. The decision to place Warne on 30 days of administrative leave included a notice of intent to terminate in 30 days. The council had just recently decided to hire Warne as the permanent City Manager. Councilman Mandy Real would only say budget documents submitted to the council were not transparent enough for him. Council members Joong Kim and Luis Castro, who also voted for the action, would not give any reason behind their actions. That was not the only surprise. At the end of the meeting, all five Council members were served with papers indicating intent to recall them. Real was behind the documents. He said the five council members could not only not get along, but there was real hatred between some of the members. It is not known how legal the recall documents are.
