(State bills designed to curb metal theft)….The theft of copper and other metals has become epidemic throughout the state.

 Two identical bills have been submitted to the Assembly and in the Senate. Both bills are designed to stop or at least slow the recycling of the stolen metals. According to the bills, People selling scrap metal to recyclers would have to provide a thumbprint and photo I.D., then wait three days for their checks. There would be no cash payments. The California State Sheriff’s Association, backers of the proposed legislation, correlate the metal thefts with drug use. The lobbyist says metal prices have gone up and drug use has gone up, so it’s a mad dash for cash by meth addicts. In Imperial County, the Imperial Irrigation District is offering a reward of up to $2,500 for information leading to the arrest and conviction of metal thieves. The County is also involved with the IID in metal theft prevention programs.
