(The Energy Consumer Advisory Committee opposes Garcia bill)…..The County Board of Supervisors are expected to follow the E C A C lead.

The Committee voted unanimously Monday to oppose Assemblywoman Bonnie Garcia’s bill that could split the Imperial Irrigation District. The Committee vote came after IID Director Stella Mendoza assured the group that the District had gotten the message, and there would be increased dialogue with the political representatives, and the District would provide more information to the Committee. County Intergovernmental Liaison Bob Ham told the Supervisors of the E C A C action at their meeting Tuesday. Ham, a member of the E C A C, said half of the Committees 20 members were from the Coachella Valley. Ham also told the Board that Garcia’s bill was a badly written bill, and it could do more harm than good. He said he would recommend the Supervisors oppose the bill at their next meeting. Ham indicated AB 2564 could be a meaningless bill. He said it would trigger an election in both Valleys that could split the IID Energy Department, but the trigger is when 75% of the ratepayers are in one single area. Ham said that might be a long time coming, considering the growth rates in both the Imperial and Coachella Valley. The Supervisors indicated they would back the Imperial Irrigation District Board in opposing the bill. Ham said he felt Garcia through the bill together to spit the IID for failing to continue dialogue with her office, in dealing with concerns of the Coachella Valley ratepayers and their representatives.
