(County Librarian submits a new scenario)…Connie Barrington is looking for a way to keep the free library system in operation.

 The County Librarian is loosing much of her funding to the state. Because of a snafu, tax funds that had been designated for the State were left in the County, and used to fund the County Library system. The snafu has been detected, and the State is now claiming their tax monies. That has left Barrington with a dilemma. She has submitted several scenarios to the Board of Supervisors on how to operate the Library with an extremely reduced budget. The latest scenario, submitted Tuesday, calls for a base budget of $496,000. It would keep Calipatria and Holtville County Libraries open, and close all others by August 1, with the exception of the Headquarters. That would close within 6-9 months. The new scenario calls for 9 employee lay-offs. It would incorporate one-time revenue sources and literacy grant monies into revenue, with no expenditures from the reserve this fiscal year, and a new fee for Internet and Wi-Fi access for out of county resident. The new fee would be implemented in July. The Supervisors are considering the new scenario as part of their budget workshops. They are trying to balance a $300 million spending plan. Their problem is compounded by the uncertainty of state funding. Bob Ham, Director of County Intergovernmental Affairs, says it appears state budget negotiations may drag on past the July 1 deadline, the beginning of the new fiscal year.
