(It has been suggested the IID Board decide Fallowing Mitigation)…..The suggestion came at the Imperial Irrigation District Board’s Monday informational meeting.

 IID staff, including General Manager Brian Brady, suggested the Board of Directors become the de-facto Local Entity. The Quantification Settlement Agreement allows for the IID Board to become the Entity, or to appoint an Entity to distribute the socio-economic impacts resulting from land fallowing. Under the QSA, fallowing is an acceptable means to collect conserved water for transfer, maintain Salton Sea levels and other uses. The IID Board originally agreed to appoint an 11 member Entity to distribute the first round of funds. It took them almost 2 years to distribute $3.5 million. San Diego County Water Authority is paying the mitigation funds. They are expected to pay approximately $50 million by the time fallowing is phased out in 2017. The recommendation for the Board to take over the disbursement process is to make the process as transparent as possible. A decision on the recommendation will come at a later date.
