(A water rate increase is probably inevitable, but District has to figure out the rules first)….Imperial Irrigation District Directors Tuesday said water rates would probably have to go up by about $2.

 General Counsel Jeff Garber told the Board before they did that, they needed to adopt a set of rules on how to comply with Proposition 218. Garber gave a technical presentation on how the 1996 Proposition now applies to the IID and similar Districts. The Attorney said the District had to develop a set of rules on complying with the very vague legislation, to ensure the process is followed correctly. Garber told the Board of Directors he would be putting together a list of rules and regulations within 30 days. One grower told the Board that until they implement an efficiency program, any water rate increase would be a tough sell.
