(The County Board of Supervisors approve Steve Birdsall's reorganization request)...Birdsall is the Agriculture Commissioner, Director of Weights and Measures, Air Pollution Control District Director and Director of Airports. He said he needed the reorganization to improve services and efficiency. The need for change resulted from the significant expansion in Birdsall's multi-faceted Department. The entire organizational structure was reviewed, with upgrades to titles and job descriptions where needed. Some positions were reclassified. Birdsall said even with the reorganization he still needed to find a way to recruit new Biologists for the Ag Department. He said the department loses most of its Biologists to more high paying entities, such as the Imperial Irrigation District and Educational Institutions. He told the Supervisors Tuesday his department was still trying to find a cost effective way to hire and retain qualified Biologists.
