(Supervisors reject a motion to change training pay)….The controversy lasted almost all summer.

A group of participants in the IVROP Youth Training program complained to the Board. They said they were being paid below minimum wage to go through the training process. Sam Couchman, Director of the Workforce Development Office, explained the protestors knew going in what the stipend was going to be. He told the Supervisors they had signed a contract indicating a stipend of $125 per 25 hours of work experience would be paid. That comes out to about $5 per hour. He said this was to allow for a greater number of participants with the amount of funding available. The protesting trainees had said they wanted at least the $8 minimum hourly wage. Two Supervisors agreed with them. This week Supervisors Victor Carrillo and Gary Wyatt voted to change the program, retroactively, and pay the trainees the minimum wage. They were out voted by the other three Supervisors.. Supervisor Larry Grogan said the trainees should honor the contracts they had signed.
