(There seems to be a failure to communicate)…A Salton Sea restoration bill was approved by the State Senate Tuesday.

The bill now goes to the Governor for his signature. The bill, authored by State Senator Denise Moreno Ducheny, would provide $47 million towards restoration efforts to restore the Salton Sea. The funds would come from a 2006 State Water Bond. Tuesday the Imperial Irrigation District Board was informed of the bills passage, but were surprised that language had been removed from the bill. The language had stated the restoration of the Salton Sea was an essential element of the Quantification Settlement Agreement. The two paragraphs in the bill that talk about the QSA and the water transfer from the Imperial Irrigation District were removed in favor of a reference to section numbers that link to the QSA. It turns out the language was deleted from the bill last year, when Ducheny was having trouble getting the bill out of committee. Lobbyists representing all water districts concerned agreed to the deletion. Director Mike Abatti wanted to know why the Directors had never been notified of the agreed deletion. The General Manager was asked to look into the apparent mis-communication. The Board decided not to take any action on the bill until the issue could be studied further.
