Two recipients of loans from the Imperial County Public Benefit Program have failed to make payments on their loans.

The program was created by the Imperial County Board of Supervisors to collect fees from solar energy companies who are exempt from property taxes and use the money to benefit the community and stimulate job growth. In February of 2017 the county approved a loan to MBA , USA , Inc. , also known as Silverdale Cheese , to open a cheese packaging plant near Seeley. The facility recently closed and now the county is working with the company to collect the funds that were paid to Silverdale.

In April of 2017 the County of Imperial approved a loan to Pacificland International , Inc. to provide short term operational capital for the development at Highway 111 and Heber Road. The development , Imperial Center , includes several restaurants and a convenience store. The gap funding was also intended to help Pacificland move forward with Phase II of the development that would include a hotel and business center. The county extended the loan but so far has not received any payments.

In both cases Imperial County is said to be utilizing all available legal remedies to recover the unpaid monies.
