And, free breakfast, too. Elementary School students in Brawley will be provided free Breakfast and Lunch this school year. The Brawley Elementary School District joined the Community Eligibility Lunch Provision Program, or CELP. The program provides a free breakfast and lunch for every student eating in the cafeteria, regardless of financial background. The menus will not change, the same nutrition guidelines will be followed, as they always have been. Brawley qualified for the free meals CELP program because of the high volume of families signing up for free meal programs.
