(IID Directors and County Supervisors need to talk)…Tuesday the Keystone Project Business Plan was presented to the IID Board. The presentation was made by Project Manager Graddy Dutton. The Imperial Irrigation District had told the County they needed to see a business plan before considering authorizing funding for the project. The County is asking for the IID to approve $7.5 million in socioeconomic mitigation funding for ten years to help fund infrastructure and capital improvements. Reaction to the plan was mostly positive. Directors Stella Mendoza and Anthony Sanchez said the project was a fantastic endeavor. General Manager Brian Brady said it was a win/win for the District. He said it would allow them to get way ahead of expansion planning. Mendoza, however, said as much as she liked the project, she may vote against the request. She said the recent legal action filed by the County against the IID has soured her support. Sanchez said he would support donating even more money to the project, if it were available. He said unfortunately District funds are being used to defend litigation filed by the County and others. The legal action filed by the County calls for the Quantification Settlement Agreement to be postponed until air quality issues at the Salton Sea are worked out. The County has also filed against the validation of the Agreement for the same reasons. Staff for both entities are trying to schedule a joint meeting to discuss project and issues of mutual concern. Cathy Kennerson of the El Centro Chamber of Commerce and Diane Cason, Manager of the North County Enterprise Zone, asked the IID Board not to allow legal arguments affect a project that would benefit the entire county. The presentation was for discussion purposes only, and no vote was taken. Mendoza asked Andy Horne, an Assistant to the County Executive Officer, to take her message back to the County Board of Supervisors. |
